Police checks confirmed this and issued a fixed penalty notice but because Cosmin had points on his licence it did not apply.
The defendant said he had only bought the car at an auction and had not transferred his insurance.
But it transpired he was only a named driver on a friend’s policy of insurance.

He explained that Cosmin did attempt to pay the fixed penalty but could not because
of the points he already had.
Mr Downey added that he defendant knew as a result of the court proceedings he would not be driving for some time.
